    This article is only partial. The rest of it appears in the next two sections from the November 1999 issue. I found this incredibly moving. It should be read in conjunction with the first Reading in this issue, “Give War a Chance” by Edward Luttwak. I was almost convinced that we should give war a chance, for the sake of expedience and cold logic. But how can you read this essay by Anthony Lloyd just a few pages later and still think that? War is horrible.
